REAPPRAISAL PROCESS
Postcards will be mailed to homeowners in groups by roads 1 to 2 weeks before the assessor goes out in the field to inspect those homes. Assessors will leave a notice on the door of an inspected home if now one is home or answers the door. The notice will have information regarding making an appointment for an assessor to come back for an interior inspection. All properties in Rochester will be inspected. There are 964 active parcels in the residential database. The entire project will be competed for 2027 with notices and grievance hearing taking place in the spring/early summer of 2027.
Interior Inspections:
NEMRC would like to get inside as many homes as possible. We prefer interior inspections; it is better than having to reply on historical data; and ultimately produces more accurate data for better results in the long run.
Appointments may be made by calling or emailing the Listers office in Rochester. As of right now, appointments will be held one day a month unless there is an overwhelming reply to door notices. This is subject to change.
Online Property Data Verification (OPDV)
Every notice we leave on the door of an inspected property has an OPDV code specific to their property. This is used to access the updated record of the homeowner’s property.
To find the OPDV website go to the Town of Rochester website at www.rochestervermont.org. There you can find a link to NEMRC ODPV site under the reappraisal information section and use your property code to verify the data we have on record.
If a homeowner finds a discrepancy in their property data, there is a comment section that will be sent to the project lead from NEMRC (Garrett Cousino). We will correct any discrepancies and reply to the response via email.
THE OPDV SITE WILL NOT CONTAIN VALUES AS THEY HAVE NOT BEEN SET DURING DATA COLLECTION. THIS IS A CHANCE FOR HOMEOWNERS TO SEE OUR WORK/THEIR DATA.
Grievance Process:
After values have been set in the spring of 2027 a booklet with information about the reappraisal, the grievance dates/times, and a list of every property’s previous value and new value will be sent to the property owners.
There will be a date set for informational hearings, this s another chance for the homeowners to have a more casual conversation with NEBRC assessors to verify data, to bring any information about your property we might have missed, and to discuss your new value.
There will be formal grievance date set, this is a chance for the property owner to come with comparable properties of any other information to support what they think the homeowner’s value should be.
These dates and times have not been determined until we are ready to send notices to the owners in 2027.
New values will be in effect for the 2027 Grand List.
